E-GOVERNANCE FOR LOCAL SYSTEMS
Abstract
EGOV 2002 intends to break new ground in defining the state of the art. In that way the EGOV Conference brings together professional from all over the globe to deliberate the state of the art. As an example many projects on the international level (twenty IST-projects) and on the regional level will be presented. With this regards frameworks and guidelines for eGovernment will be developed.

DESIGN AND IMPLEMENTATION OF AN AN INDUSTRIAL MATHEMATICS DEGREE COURSE
Abstract
The reform of the Italian academic organisation gave the to mathematics community the opportunity to create new degree courses where elements of informatics and computational mathematics are introduced together with the classical mathematical courses.
The aim is to give the students the necessary tools and methods to apply their mathematical knowledge to the solution of real problems arising from scientific and industrial applications; in the third paragraph we briefly describe the economic and industrial situation that characterises Bologna and its geographical area and some of the connections of mathematics with local industries and their demands. A three-year course of Informatics-Computational Mathematics started in Bologna at the beginning of the current academic year (2001-2002): all the teaching and research skills of the mathematicians of Bologna (in particular in the area of computational and applied mathematics) converge towards the local industrial demands and the needs for a new interdisciplinary research. In order to achieve a high level characterisation, it is necessary to create collaboration among the teachers in the definition of the courses programs and in their realisations, because the solution of real problems requires a unitary knowledge of different mathematical and informatics instruments. We report in particular the experience of the informatics and computational courses.

A REGIONAL E-GOVERNANCE PLAN AND IMPLEMENTATION
Abstract
In November 1999, the Regione Emilia-Romagna administration (RER) launched the Regional Telematic Plan (RTP), an initiative to increase the awareness of ICT at the different levels of the public sector, to foster their utilization and to allow better services for the small and medium sized enterprises and the citizens. The lead purpose of RTP is to increase the economic competitiveness of the regional enterprises having better served and ICT conscious citizens.
We present the main findings after two years of experience.

DESIGN AND DEVELOPMENT OF A DISTRIBUTED WEB REPOSITORY OF GEOGRAPHICAL REGIONAL METADATA
Abstract
In its Telematic Plan, Regione Emilia-Romagna (RER) considers the Geographical Information Systems (GIS) as a tool of paramount importance for the interactive services for the citizens and the small and medium sized enterprises, adopting a one-stop shop approach. The fields of interest vary from agriculture to urban planning, from environment utilization to the marketing of territorial resources.
The GIS bases are the topographical maps, at different scales, which RER have been building in the last 25 years continuously, integrated with the maps provided by several municipalities and territorial services companies. The utilization of the Cadastre has evolved from fiscal purposes into wider service provision .
RER encouraged and invited the local authorities to share and distribute GIS data and experiences. RER devised and structured some decisional bodies to plan urban and land development and implemented the following tools:
  • the Unique Geographical Map agreement which defines the scopes of the various local authorities, related to planning and territory management
  • a set of portable software tools to share GIS data and build thematization over them
  • Web GIS sites of Regional interest
In this paper we present the implementation of the Web GIS sites and the design of the evolution of the GIS repository.
